UPenn Bans Trans Women from Female Sports After Title IX Settlement With Trump Administration

The University of Pennsylvania has reached a major agreement with the U.S. Department of Education that will officially bar transgender women from participating in women’s sports—marking a pivotal moment in the ongoing national debate over gender, athletics, and Title IX.

 

The agreement, announced Tuesday, stems from a federal civil rights investigation into UPenn’s handling of transgender swimmer Lia Thomas, who made headlines as the first openly transgender NCAA Division I champion during the 2021–2022 season. Critics argued that Thomas’ participation violated Title IX protections for women in sports—a claim that has now been upheld under a new interpretation of the law.

 

Title IX Transgender Redefined Under Trump Administration

The Trump administration’s Department of Education, led by Secretary Linda McMahon, has redefined Title IX to apply strictly based on biological sex, not gender identity. This interpretation directly influenced the outcome of the UPenn investigation.

 

“Thanks to the leadership of President Trump, UPenn has agreed both to apologize for its past Title IX violations and to ensure that women’s sports are protected at the university for future generations,” said McMahon in a public statement.

 

 

As part of the resolution:

 

  • Transgender women will no longer be allowed to compete in women’s sports at UPenn.
  • Athletic records, titles, and recognitions will be revised to reflect biological sex.
  • The university will issue personalized apology letters to affected female swimmers.
  • Locker room and bathroom access for student-athletes will be based on biological sex.
  • UPenn will cut ties with third-party athletic organizations that do not comply with the federal Title IX definition.

University President Dr. J. Larry Jameson acknowledged the controversy, stating, “Our commitment to a respectful and inclusive environment remains strong, but we must comply with evolving federal requirements.”

 

While UPenn followed NCAA guidelines during Thomas’s tenure on the women’s swim team, the school now concedes that the decision caused “distress” among other athletes and has pledged to update team records accordingly.

 

 

Thenewsnaija also learnt that UPenn faced significant consequences during the investigation, including the suspension of $175 million in federal contracts. The Trump administration made the reinstatement of these funds conditional on the university’s full compliance with the new Title IX rules.

 

 

Former University of Kentucky swimmer Riley Gaines, who tied with Thomas during the 2022 NCAA championships, applauded the outcome.

 

“This administration does not just pay lip service to women’s equality—it demands it,” said Gaines.

 

White House spokesperson Liz Huston called the resolution a “return to common sense,” stating, “The University of Pennsylvania repeatedly violated civil rights laws by allowing men to compete in women’s sports. President Trump will always protect women’s athletics.”
