Tinubu Government Budgets N65billion For ‘Reintegration Of Former Militants’ In Amnesty Programme

Nigeria’s Federal Government has allocated N65 billion for the reintegration of former militants under the Presidential Amnesty Programme (PAP) in the 2025 budget.

This expenditure is part of the government’s efforts to support the reintegration of transformed ex-militants.

 

The allocation has raised concerns about the management and accountability of funds designated for the amnesty program.

In the past, there have been reports of financial mismanagement, including a shocking withdrawal of over N6 billion without proper auditing processes.

 

Some of the issues that have been reported include payment of tuition fees to various universities for students under the PAP without records of their identity, and payment of N1.53 billion as tuition fees without supporting documents.

Additionally, a total of N3.62 billion was raised without an internal audit check.

 

The Presidential Amnesty Programme website is currently non-functional, which may indicate a lack of accountability and transparency in the program.

 

Former President Muhammadu Buhari suspended the coordinator of the PAP, Charles Dokubo, in 2020 over alleged corruption.

In a related development, some ex-agitators in Ondo State have appealed to President Bola Tinubu to intervene in their integration into the amnesty program, claiming that over 1,000 documented ex-militants have been marginalized by the PAP.
